Overview

The PIDIM SMART RECP MANAGEMENT SYSTEM automates and monitors environmental grant financing for micro-enterprises under PIDIM Foundation's Resource Efficient and Cleaner Production (RECP) initiative.

It replaces physical multi-page paper files with a digital document pipeline: Form 1 (Grant Application), Form 2 (Grant Agreement) and Form 3 (RECP Completion Report & Fund Disbursement Receipt), moved through a six-step approval workflow.

Problems addressed

  • Removes physical transit bottlenecks between distant regional branches and head office.
  • Gives real-time visibility of where each file sits in the approval chain.
  • Produces official A4 documents with consistent fidelity from digital records.

PIDIM SMART RECP MANAGEMENT SYSTEM

Six-Step Approval Workflow

One F1–F3 package moves from submission through technical review to final authorization.

  1. Grant Application Submission

    Project Officer / Project Manager submits the package after entrepreneur and witness signing.

  2. Branch Endorsement

    Branch Loan Officer reviews and signs the relevant F1 and F2 fields for the entrepreneur’s branch.

  3. LTA Technical Inspection

    Local Technical Assistant records inspection photographs and technical remarks for F3.

  4. Branch Management Verification

    Branch Manager / Area Manager verifies the package and signs F3.

  5. Project Recommendation

    Project Manager records the project-level recommendation on F1 and F3.

  6. Final Authorization

    Central Focal Person authorizes the package and grant release.

F1 · Grant Application

  • Entrepreneur profiles autofill demographic and loan information.
  • RECP catalog specifications and grant calculations populate the application, reducing repeated manual entry.

F2 · Grant Agreement

  • Financial amounts are inherited from F1 for consistency across the package.
  • The agreement records the Branch Loan Officer, entrepreneur and witnesses in their designated roles.

F3 · Completion Report

  • Completion and disbursement receipt records connect estimated costs with actual grant balances.
  • LTA inspection remarks and status accompany the Branch Manager’s official seal.

LTA assessment & evidence

  • Technical inspection captures field photographs and assessment remarks.
  • Approved entrepreneur dossiers combine the three forms, evidence photographs and financial vouchers.

Digital signatures & PDF generation

  • Captured entrepreneur and witness signatures are reused in their designated fields across the package.
  • Vector overlays on official A4 templates produce consistent forms using pdf-lib.
  • Private storage and append-only approval records protect signatures, evidence and the approval history.

File tracking

  • A stage-by-stage dashboard identifies the current file holder and pending duration.
  • Stage counters, role filters and direct dossier links make approval bottlenecks visible.
  • Branch isolation and role-based permissions govern access to beneficiary records and documents.
